“The Virtual Landfill: Disposing of Software in DoD”

Systems/subsystems eventually reach the end of their lifecycle — the disposal phase. Unlike hardware, however, disposal of software is much less tangible and verifiable. For instance, while we traditionally degaussed or physically destroyed hard drives, now we must account for cloud-based applications and associated data. These 1’s and 0’s may have been duplicated on multiple servers at disparate data centers. The presentation involves a discussion of the cybersecurity issues and recommended controls.

John Rice is currently a Professor of Systems Engineering and Information Technology at the Defense Acquisition University (DAU) – South Region, in Huntsville, AL. He began applying his research methodologies for a start-up firm in 1988 when awarded a small business innovation research contract with the U.S. Navy’s Naval Air Systems Command (NAVAIR). More recently, he conducted research entitled “A Value-based Analysis of Defense Industry Health” for which he received commendation from Mr. Frank Kendall, the Undersecretary of Defense for Acquisition Technology and Logistics. Mr. Rice’s subject matter knowledge was developed through twenty-five years of systems engineering, project management and business development experience. He holds a BS in Mechanical Engineering from Auburn University and an MBA from The University of Alabama in Huntsville.
His related work has been published in the Institute for Electrical and Electronics Engineers (IEEE) Software magazine, Information Display magazine, via the CM (Configuration Management) Trends 2013 symposium, through the 2010 American Institute of Aeronautics and Astronautics annual conference, through the 2009 Army Operations Research Symposium (AORS), in the Defense Acquisition Research Journal (ARJ) and within DAU’s Communities of Practice (https://acc.dau.mil/CommunityBrowser.aspx).
